Mufti Muhammad ibn Adam wrote on his Facebook page:
“To summarise the previous post on “Zakat and charitable organisations” my advice to charities is that never use Zakat money for administration costs such as staff wages, travel and advertisement. The overwhelming majority opinion is that Zakat can only be used on those extreme poor individuals who technically qualify to receive it. As for using non-Zakat funds to cover administrative costs, I feel that the charity should be very transparent and inform the donors exactly where and how their non-Zakat money is being used. You don’t want the donor thinking that his or her money is definitely being spent on the poor, but in reality it is being used for staff wages, for example.
My advice to donors is to be extremely vigilant and careful before donating to any organisation. If one is donating Zakat, ensure that it will be given to the technically eligible poor people, otherwise Zakat will not be fulfilled. If the donation is of non-Zakat money, if you are happy with the charity organisation using your money for administrative costs, then fine, otherwise ask them to inform you clearly how and where your non-Zakat funds will be utilised.
